A customer and delivery partner can review the work behind an offering and its costs. They can also assess business usefulness separately: more computation does not automatically mean a better decision or demonstrated quantum advantage.

QSA measures computational work. Evidence supports what was performed. QCU accounts for eligible completed work, while SEA constrains economic commitments. These roles answer different questions.

HOW IT IS DIFFERENT FROM TODAY’S APPROACH

A resource-usage number does not by itself establish a completed useful result or permission to spend. The model keeps measurement, evidence, accounting and commitment limits separately inspectable.

What does the evidence support?

Inspect what ran, the measurements and the completed result. Only qualifying work enters completed-work accounting. Assess customer usefulness separately; a listed price does not create earned QCU or prove a benefit.

Current catalogue prices are preliminary market-testing placeholders, not final valuations, binding quotes or evidence of payment or settlement. Measured energy provides a physical reference; it does not determine a market price on its own.

QCU accounts for completed work admitted under the applicable evidence requirements. A completed-work unit does not by itself establish a useful customer outcome.

CUSTOMER USEFULNESS

Did the service help?

Evaluate the application against the customer’s objective: useful findings, reduced review effort, time to a decision, or another agreed measure.

COMMERCIAL REVENUE

How does the partner earn?

Pricing, licensing, delivery responsibilities, and commercial participation are agreed separately. Measured computation alone does not create an automatic customer charge or partner payout.

What can be committed?

SEA is intended to constrain commitments using governed reserve information. Its reserve input is not yet directly derived from QSA telemetry, so full measurement-backed protection is not established.

ONE OFFERING · SEPARATE ECONOMIC QUESTIONS

Follow a material-exposure investigation from request to review.

A midmarket partner develops a Forge application for manufacturing customers. Each investigation creates computational work, delivery costs, and a result whose usefulness must be assessed.

A customer submits a question.

The application receives authorised procurement information and asks which material changes deserve investigation. Record the request, scope, and applicable permissions.

The computational work runs.

QORUM coordinates participating systems. Record the chosen workflow, available measurements, execution evidence, and service-cost inputs.

Completed work is evaluated.

Only work that meets the relevant evidence requirements qualifies for completed-work accounting. Record omissions or failed qualification rather than treating every execution as admitted work.

The partner reviews usefulness and cost.

The customer may learn that purchasing commitments limit the effect of a market change. Compare that insight and the review effort with the agreed objective. Assess delivery cost and revenue under the service’s commercial terms.

A workload can complete without helping the customer. A useful finding still needs an agreed commercial model.
